Oregon law defines small groups as 1–50 employees; larger groups (51+) qualify for large group rates which are typically more favorable.
Part-time employees (those working fewer than 30 hours/week under ACA rules) are generally not required to be offered coverage but many employers choose to include them. You can set your own eligibility rules within state and federal guidelines.
